Maharashtra State Load Dispatch Centre (MSLDC), has finally admitted that it was adding the power generated by the Dabhol power plant to BSES’s (owned by Reliance) generation in its Daily Generation Report.
This report is uploaded daily on MSLDC’s website. Dabhol Plant is run by Ratnagiri Gas and Power Private Limited (RGPPL) and is a joint venture of NTPC, GAIL, MSEB and some financial institutions. Reliance is not even a stake holder. This blunder raised serious question marks over the reliability of MSLDC data, which is used for calculating power demand, load-shedding and power tariff. A petition filed by Anil Wadpalliwar in Maharashtra Electricity Regulatory Commission (MERC) had pointed out this blunder. He pointed out that till April 9, 2007 BSES generation was shown to be more than 29 million units (MU) on daily basis. The cumulative BSES generation on April 7 was 143.25 MU while on April 9 this figure reduced to 113.626 MU. The cumulative generation of power plant can remain the same if it breaks down but cannot decrease under any circumstances. BSES has 500 MW in Dahanu and it can daily generate 12 MU if it generates at 100 per cent plant load factor (PLF). Since this plant can generate at over 100 per cent PLF it sometimes achieves a daily generation of around 12.5 MU. Wadpalliwar pointed out that a 500 MW plant simply cannot generate 29 MU and since the MSLDC was not showing Dabhol generation in its daily generation report it leads to the inevitable conclusion that the two were being clubbed. In its reply sent to Wadpalliwar, the Chief Engineer of MSLDC admitted that it had done so but it was a temporary error. The MSLDC stated that ‘ as the modification work for website was under progress this had created some linking problems due to addition of new fields, which led to erroneous data display regarding the RGPPL and REL (BSES) data. This error was subsequently rectified. However, this reply is erroneous at this blunder was not temporary. MSLDC was clubbing Dabhol and Reliance generation since the beginning or at least January 2007. The Hitavada has obtained the Daily Generation Report pertaining to January 1,2007 which shows BSES generation to be 29.21 MU. Secondly, MSLDC did not rectify the error on its own. This blunder was exposed by The Hitavada in April after which the MSLDC rectified the error.
