Students complain of 'apathetic' staff at varsity office

NAGPUR: Jyoti (name changed) had secured admission at a BEd college in Aurangabad. Her brother, Ujjwal, who had to go to the University office to collect her migration certificate, had a harrowing time. It took a fortnight and four visits to get the job done. He had to deal with sour-faced employees who seemed to be convinced that it was a part of their service condition to be rude and unhelpful.

Take another case of Shailendra Shukla, a resident of Chandrapur, who wanted to collect the duplicate degree of his brother-in-law working in Pune. The year of graduation was 2002. The employee who was to do the job had come late and later said it would take not less than a month. When Shukla explained the urgency, the RTMNU staff went on a harangue on the different steps involved in the process.

There are hundreds of Shuklas and Ujjwals visiting Pariskha Bhavan (exam section) of Rashtrasant Tukdoji Maharaj Nagpur University at LIT premises on Amravati Road everyday and coming with tales of harassment.
As you approach the office, you would be impressed with so many windows (11), which claim to provide different services ranging from migration certificates, issuance of duplicate marksheets to degree certificates. But that's just pulling wool over the eyes.

As per rules, employees are supposed to come at 10 am and start attending to visitors at 10.30 am. However, rarely would you find them at their places before 11 am.

"The university's exam centre staff are very lethargic and do not bothered to serve the students for whom it's a very frustrating experience to even enter the building," claimed a student who did not wish to divulge his identity.
The exam section is a perfect example of how unprofessional a government office can be, said another ex-student. "Even for collecting a duplicate mark sheet form, one has to spend four-five hours. Why can't the university get more organised and friendly," said the student.

Interestingly, after enjoying an hour-long lunch break the staff seem reluctant to resume work promptly at 2.30 pm. "In fact, they are more busy talking, and some are even enjoying an afternoon siesta," said Neha Padalkar, an ex-student of a private engineering college. Neha, who wanted a duplicate degree certificate, finally got in on last Wednesday after five visits spread over two months.

Pro-vice chancellor Gaurishankar Parashar appeared very condescending towards the exam section staff when TOI apprised him about the goings-on based on interviews with student. "You are not any inspection officer," was Parashar's curt reply.
