Finally, the project affected persons (PAPs) of Multimodal International Hub Airport at Nagpur (MIHAN), have a reason to smile. Maharashtra Airport Development Company (MADC) on Wednesday announced a rehabilitation package that includes relocation of the PAPs in rural areas to a site on the east of Khapri (Railway) village, and those in urban areas to Chinchbhuvan.
Maharashtra Government has approved acquisition of 3624.21 hectares of private land for MIHAN and MADC has proposed to take care of rehabilitation of the PAPs. The PAPs are classified into two groups, those from rural areas and those from urban areas or the areas under the jurisdiction of Nagpur Municipal Corporation. The rehabilitation of the PAPs had become a contentious issue as the villagers especially from Shivangaon were against the eviction. In fact, they started agitation against MIHAN, which attracted the attention of Government authorities as well as various political parties which wanted to make it a political issue. After a series of meetings with the people’s representatives and the PAPs, MADC has come up with the rehabilitation package. As per the MADC’s rehabilitation package, the relocation of 3,500 rural PAPs from Telhara, Kalkuhi, Dahegaon, Khapri (Railway) and MHADA Colony is proposed. This area includes 750 houses. These PAPs have been proposed to be relocated to a site behind Trupti Hotel on National Highway No. 7 (Nagpur-Wardha Road). The site is to the east of Khapri (Railway) village. While, the urban PAPs are around 5,000 in number. They are from Bhamti, Chinchbhuvan and Shivangaon that cover 800 houses. These PAPs will be relocated to a site of village Chinchbhuvan, which is to the east of National Highway No. 7. The package offers developed area of 3229.17 sq ft each to affected farmer families and 1614.58 sq ft developed area to affected non-farmer families from rural areas, to construct house. PAPs from urban areas will get developed plots equivalent to the area of their existing houses. PAPs having less than 25 square metres (269.09 sq ft) plot, will get plots admeasuring 35 square metres (376.73 sq ft) each, according to the package. It is also proposed in the package to conduct an assessment of houses, wells, and other structures on the PAPs’ land, to provide appropriate compensation. An amount of Rs 10,000/- is proposed for each of the project affected families, to shift to the site of relocation. However, it would be given only after the families shift to the site of relocation. Another interesting feature is an aid of Rs 1 crore per annum, for five years, to any training institute started by the PAPs. The institute should be aimed at skills development for employment in MIHAN, it is stated. Further, the package proposes a host of civic amenities including two-lane roads with closed drainage system and footpath, piped water supply schemes, electrification, sewage water disposal system, community centres, primary health centres, crematorium/cemeteries, public toilets, primary/secondary schools, playgrounds, parks, bus stops, gram panchayat offices, weekly market, land for gramsevak/talathi office, shopping complex, industrial training institute, veterinary hospital, and places of worship.
